Joecifur http://dragonsteel.org/c.htm does good suits for good prices and is USA based.
I'm getting mine done by LatinVixen http://www.mixedcandy.com though her commissions list is closed for now and her suits are pricey.
Then there's Arend Studios http://www.arendstudios.com/
who do great suits but again in the more expensive range.
There are also many UK fursuit makers but those link elude me right now :-\
