Take his user title / job description. Add parts of the official rules, extract beverage-relevant portions. Shake. Serve with ice.

well there where defently some nice beer pups down there, but i dont know if there are any cocktailbars.

Last year i bought booze and a few kegs from the local mall, and that worked out perfectly for me.

On the other hand, i dont use ice, shaker or any other fancy things, i just use booze and some soda, works good enough for me  ;D
