I couldn't find anything about this anywhere in the rules, are dealers / those in the artist alley allowed to host raffles?

Some like doing raffles for a charity of their own choice. But you can hold a raffle just for your own benefit.
Make sure that the customers know where the money will go - your own pocket or someone else's. :)
