Really. This is for the hotel being able to process all requests on the same day.

Did you ever considered collecting the entries prefilled from each person that's interested in a hotel room and then sending them to the hotel in a random order?
So, everyone has an equal chance, no-one had to get up on a Sunday at 7 a.m. and play who is the fastest?
